COMMISSIONER / MAYOR CHARLIE CLARK
Mayor Charlie Clark became a member of the Saskatoon Board of Police Commissioners in January 2012 and has been appointed to the Commission by City Council each year since that time.
First elected to Saskatoon City Council in 2006, then-Councillor Clark represented Ward 6 until 2016 when he successfully contested the Mayor’s position in the October 2016 civic election.
Mayor Clark holds a Bachelor of Arts in Conflict Resolution from University of Winnipeg and a Certificate in Conflict Resolution from the Justice Institute of British Columbia. He also holds a Bachelor’s Degree in Education from the University of Toronto and a Master of Arts in Environmental Studies from York University in addition to extensive training in the fields of planning, local government, and community capacity building.
Commissioner / Mayor Clark has previously served on the Boards of Directors of the Saskatoon Regional Economic Development Authority, Downtown Saskatoon Business Improvement District and the Broadway Business Improvement District and was recently recognized for his contribution as a Board member with the Canadian Association of Police Governance. Currently, he serves as a Board member with the Meewasin Valley Authority, Remai Modern Art Gallery of Saskatchewan and with the City of Saskatoon’s Standing Policy Committee on Transportation as well as its Governance and Priorities Committee.
Commissioner Clark’s top priorities as a member of the Saskatoon Board of Police Commissioners are the establishment of an integrated multi-party system that effectively addresses street stabilization issues and ensures the Police Commission connects with Saskatoon residents in its conduit role with the community.
LEANNE NYIRFA, EXECUTIVE DIRECTOR
Leanne Nyirfa is currently serving as part-time Executive Director for the Saskatoon Board of Police Commissioners. In this role, Leanne supports the Board in its strategic communication and planning efforts, Board consultation and engagement efforts, and Board evaluation efforts.
Leanne is a past director of the International Executive Board of the International Association of Business Communicators (IABC), and the Saskatoon Chapter of IABC, and received her professional communications accreditation designation in 2007. Leanne has also received business and recognition awards from the Women Entrepreneurs of Saskatchewan and the City of Saskatoon. She has given back to her community by mentoring young women through the Edwards School of Business at the University of Saskatchewan and serving for two terms on the Meewasin Valley Authority Board of Directors, an appointment by the Province of Saskatchewan.
Leanne joined the communications profession in 1994, after completing a Bachelor of Arts Degree in Economics at the University of Saskatchewan, and a Diploma in Public Relations at Mount Royal College (University) in Calgary.
From there, she accepted a communications position at Agriculture and Agri-Food Canada in Ottawa and grew to work in more senior roles within various federal departments including the Canadian Food Inspection Agency, Health Canada, and Industry Canada. In 2001 Leanne was recruited back home by the Saskatoon Health Region, where she worked as a senior communications and media relations advisor for 6 years before starting her consulting practice in 2007.
For the past 25 years, Leanne has been consulting with business and organization leaders to find solutions to their communication challenges. Her expertise includes the development and management of high-level, multi-faceted communication campaigns, media and public relations, event and news conference management, and crisis communications.Chief Cooper joined the Prince Albert Police Service in 1987 and graduated as the top academic recruit in 1988. After 31 years with Prince Albert, Chief Cooper was sworn to the office of the Chief of Police for the Saskatoon Police Service on February 28, 2018.
In addition to being awarded Exemplary Service and Protective Services medals, he is the recipient of the Saskatchewan Centennial Medal, the Queen’s Diamond Jubilee Medal and is a Member of the Order of Merit of the Police Forces.
Chief Cooper has a certificate in Police Leadership Administration from Dalhousie University, a Bachelor of Arts degree majoring in Criminal Justice from Athabasca University and a Masters of Business Administration focused on policing and security from Charles Sturt University. Chief Cooper is a graduate of the Canadian Police College Executive Development Program and the Senior Management Institute for Police at Boston University.
Chief Cooper is a Member of the International Association of Chiefs of Police, the Canadian Association of Chiefs of Police and is the Vice President of the Saskatchewan Association of Chiefs of Police. He sits on the National Police Services National Advisory Committee, is the Chair of the Saskatchewan Chapter of the Interoperability Interest Group and a member of the Restorative Action Program Board of Directors.
